trying to transfer photos from pc to iphone 6s, device is not responding or has been disconnected

When I used Itunes, all the folders changed from DCIM to Apple. I was trying to combine all the photos into one folder.
I decided to use Google Photos to link everything, Icloud, Google Drive, to view on my iphone. Now I can clear the photos app on my iphone after moving the photos to icloud.
